The historic site where the first shots of the American Civil War were fired is...

Fort Sumter!

Confederate forces fired the first shots of the Civil War upon Federal troops at Fort Sumter at 4:30 a.m. on April 12, 1861. The roots of that conflict are buried deep within the stories of the development of the United States. Fort Sumter would continue to serve as the focal point in Charleston throughout the Civil War.

PDCA Submits Comments on RRP to EPA  
PDCA, in conjunction with the PDCA Commercial Forum and Mark Casale, President of the Massachusetts Council, has submitted comments in response to the EPA's comment solicitation of August 6, 2014 regarding the "Approach for Estimating Exposures and Incremental Health Effects due to Lead During Renovation, Repair and Painting Activities in Public and Commercial Buildings" (The EPA Approach). "The EPA Approach" intends to expand the Renovation, Repair & Paint (RRP) regulation from the current scope encompassing residential and child-occupied-facilities to add pre 1978 commercial and public buildings.

PDCA does not support the Approach as drafted, because it lacks the reference of accurate, fact based information and the proposed benefits may not outweigh the new and additional compliance costs to small businesses.

In addition, the EPA has not shared actual/verifiable studies that justify any need for RRP expansion to public and commercial buildings. PDCA members span the entire United States of America and exchange information with other prominent construction associations, professionals and noted experts, and clearly, there is not a commercial and public building lead-based paint dust crisis. Already, the current RRP regulation may be unneeded. If the EPA neglects to consider accurate, relevant studies and impeccable empirical evidence, the proposed Approach may figuratively support RRP expansion, but would be greatly unjustified, unneeded and certainly over burdensome for small business.

A special thanks to Mark Casale for his significant effort in putting the comments together and submitting them on behalf of PDCA Members across the United States.
